Director of Population Health Management
Dr. Debra A. Toney is the Director of Population Health Management, at Nevada Health Centers in Las Vegas, Nevada, the State’s largest federally qualified health center with 18 locations. Dr. Toney is responsible for ensuring high quality and cost effective care throughout Nevada Health Center Medical Practices. She is accountable for defining and implementing strategies for managing population-specific patient care initiatives to ensure high quality care is provided throughout the organization. Dr. Toney is passionate about the organization’s mission of providing quality care to those in underserved communities.
She is the Patient-Centered Medical Home Champion and has facilitated practice teams in 14 sites to successfully achieve NCQA PCMH recognition. Dr. Toney obtained her PCMH Content Expert Certification from NCQA in 2014.
Her practice-related scholarship focuses on reducing/eliminating health disparities and increasing a diverse and culturally competent healthcare workforce. In both her professional and volunteer roles, she has been devoted to delivering and improving health care in under-served communities.
Dr. Toney works diligently on behalf of the nursing and health professions. She is a past president of the National Black Nurses Association and a member of the Nurses on Boards Coalition (NOBC) where she serves as a project lead. She is a member of the American Nurses Association, the secretary for the National Coalition of Ethnic Minority Nurse Associations and a member of the American Academy of Nursing. She has held board and officer positions for several national organizations.
She is active with the Institute of Medicine’s Future of Nurses Campaign and is the Chair of the Nevada Action Coalition and also serves as chair of the Diversity Task Force. Dr. Debra A. Toney has been recognized for her contributions to society by numerous organizations including being selected as a Torchbearer in the London 2012 Olympic Torch Relay.
